Generally, they'll either arrive that same day or the next day, and it may depend on you finding where they get introduced. In Animal Parade, new characters are unlocked as you complete bell-related objectives and aren't locked to extremely specific dates.
In Tree of Tranquility, after completing the first "rainbow," new characters will start arriving twice a season, on the 1st and the 15th. Tree of Tranquility has a smaller world to make up for this, while Animal Parade's world is rather big for an HM title. In Animal Parade, it advances slower and freezes indoors (except in the mines). Time advances faster and advances indoors in Tree of Tranquility.
